The Civil Service Commission (CSC) will hold the Career Service Examination-Pen and Paper Test (CSE-PPT) on 18 July 2021 in selected regions in the country.
The CSE-PPT will be held in Regions VI (Western Visayas), VII (Central Visayas), XII (SOCCSKSARGEN), and Bangsamoro Autonomous Region in Muslim Mindanao. Procedures have been consulted with and conform to rules set by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases or IATF.
There will be 12 testing centers, which may be subject to change in light of the emerging/evolving COVID-19 situation.
Application period is from 14 May to 3 June 2021; however, acceptance of applications shall be on a first-come, first-served basis and may close any time once the CSC Regional/Field Office (CSC RO/FO) has reached its target number of applicants.
Slots are full for the Koronadal City and General Santos City testing centers as of 17 May, as announced by CSC RO XII in its Facebook page. Likewise, slots are full for the Tagbilaran City and Dumaguete City testing centers as of 17 May, as announced by CSC RO VII in its Facebook page.
Applications may be received via personal filing, where the applicant has to schedule an appointment when he/she would appear at the CSC RO/FO to submit the requirements; via courier filing, where the applicant may submit the requirements via courier and pay the examination fee through designated payment facilities; or any other alternative mode/s as may be determined by the CSC RO.
Thus, the CSC strongly advises interested applicants to refrain from going to the CSC RO/FO without a confirmed appointment or advance notice. They must first find out the prescribed mode/s of filing by contacting the CSC RO/FO where they intend to submit an application or by visiting its website or Facebook page.
Requirements
All applicants must be Filipino citizens; at least 18 years old on the date of filing of application; of good moral character; have not been convicted by final judgment of an offense or crime involving moral turpitude, or disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness, or addiction to drugs; have not been dishonorably discharged from military service or dismissed for cause from any civilian position in the government; and have not taken the same level of Career Service Examination, either through PPT or CSC Computerized Examination (CSC COMEX), within three months before the date of examination or from 18 April to 17 July 2021.
The CSC allows pregnant women to take the CSE-PPT. However, it will only accept applications from those who will be 6 months on the way, at most, on the day of the exam due to the strenuous pre-exam to post-exam activities which may be straining and risky for pregnant women.
Applicants must submit a fully accomplished application form (CS Form No. 100), which may be downloaded from the CSC website at www.csc.gov.ph, printed on legal size bond paper; four (4) identical passport size ID pictures with name tag; and original and photocopy of any of the accepted ID cards, preferably valid or not expired on the date of filing of application. Applicants must also pay an examination fee of PHP500.
For applicants without date of birth in their ID cards, they must present an original and photocopy of their birth certificate issued by the Philippine Statistics Authority or the Local Civil Registry. For applicants holding dual citizenship under R.A. 9225, as well as those recognized as citizens of the Philippines under Sec 1, Article IV of the 1987 Philippine Constitution, they must present an original and photocopy of their Identification Certificate issued by the Bureau of Immigration.
Applicants must submit the requirements at the CSC RO, or any of its FOs, having jurisdiction over the testing center where they wish to take the exam.
Applicants may request for transfer of testing center not later than five (5) working days after the deadline of filing of application. The applicant should submit a written request to the CSC RO/FO where the application was filed, indicating the reason for the transfer of testing center. The letter must be accompanied by supporting evidence and a copy of the Application Receipt.
New rules
In view of the COVID-19 pandemic, the CSC has introduced changes in the conduct of the CSE-PPT.
For one, it will only allow 50% occupancy per testing room to allow adequate space for physical distancing.
Same with examinees with special needs (e.g., pregnant women, persons with disability, elderly), examinees with comorbidities will be assigned separate room/s.
Examinees must pre-accomplish a Health Declaration Form (to be posted on the CSC website for downloading and printing) the day before the exam. The temperature reading will be written only upon going through thermal scanning at the school/testing venue main entrance on exam day. Those without the pre-accomplished Health Declaration Form shall be required to accomplish the form at the designated area near the entrance.
Examinees shall also be required to register an account with StaySafe.PH, a contract tracing app. They are strongly encouraged to update their StaySafe.PH health status every day, particularly within 14 days before and 14 days after the exam day.
There will no longer be an Orientation/Briefing prior to the test proper. Instead, the CSC will release an “Examinee’s Guide” approximately 1 to 2 weeks before exam day. This will contain comprehensive information on the conduct of the examination, including guidelines and procedures to be observed before exam day, on exam day, and after exam day, and health and safety protocols to be observed in light of the COVID-19 situation. It shall be the responsibility of each and every examinee to access and be able to understand thoroughly the Examinee’s Guide.
Examinees must wear face masks and face shields and practice physical distancing at all times during physical filing of application and on the day of exam.
Examinees must bring on exam day the Health Declaration Form and no more than 100 mL of alcohol/hand sanitizer, aside from the usual ID card, birth certificate (for those without date of birth on their ID card), and black ballpen/s. They may also bring water or beverage in a transparent container and candies or biscuits.
A Health Monitoring Team will be present on the day of the exam to monitor the observance of health and safety protocols, as well as handle any case of examinees or examiners who would manifest any COVID-19 symptoms on the day of exam.
